Two decks easily fit in a 6x9 padded mailer. The weight (poker size) is just under 10 oz. I think that's closer to $5, as opposed to $4. But I didn't look it up.

FWIW, a padded mailer will depend on weight. And I don't think you can do over 1 lb.

I tried putting 8 poker size decks in a sfrb and they are just a smidge too big. If half the decks are bridge size, then 8 in a sfrb is no problem.
If you can almost fit 8 decks in a SFRB, the SFRB (not tightly sealed) can be put inside a padded mailer (and that inside a padded mailer, and then that inside a third padded mailer), for just about the same price as a SFRB. I've shipped 400 chips for $8ish. There's no way you are getting 400 chips in a SFRB. But you can squeeze 200 into a SFRB with some padding, then, without sealing the box, but them into three padded envelopes and mail them that way.

I think e was talking about a generic kraft padded mailer. I assume you're talking about the elusive UPSPS FR padded mailer. I've received stuff in them, but I've never ever seen them at any post office.

You can fit two SFRBs inside a USPS Flat Rate padded envelope and ship for about $8.50...

I order them directly from USPS, delivered free of charge.

I like using the media box inside of a padded FRE. Its larger than the SFRB so you can fit more in it. Then put that inside a padded FRE.

Hmmm never tried fitting 2 SFRB into a padded FRE....you just blew my mind!

I just went on the the USPS website and ordered 50 of them. For free! Paid $1.30 in shipping and had them in 3-4 days.

I need to make this as streamlined as possible.

All orders seems to be in multiples of 2.

So 2 decks - $5
4-10 decks - $9
12+ - $15

This is factoring in all handling and packaging costs too.
I don’t think this is unfair by any means. I’m hoping the community agrees.
