I’d say you could get 4 decks (2 setups) in a FRPE with two SFRB inside

4 easily if the decks are cello-wrapped or in tuckboxes. Two 2 deck set ups in a plastic case is a lot more difficult but doable with little to no insulation. If you have the two deck set ups or more than 4 decks to ship, I'd go with a flat rate padded mailer.

I used PFRE, not SFRB and was able to get as many as 14 combined decks (which was 7 bridge and I believe 7 poker) into one.

I got 7 poker and 7 bridge size decks. All expertly packed by you in a padded mailer, yes

For card shipment, I second recommending padded mailers rather than a SFRB or MFRB.

Two boxes help protect the contents. One envelope is cheaper to ship than two boxes.
