If you watch the video, he's driving on the fairway. It's especially easy to notice when the video pans to the right. The still shot looks like he is on the green. It's a nice course, so the fairway looks like the green.

It appears to me he starts on the green, then drives off the front of the green to the fairway, although it is tough to tell without being there.

If you listen to the guy filming he makes a remark about "it's the only place you can drive on the green, right? at your own golf course." I'll take the guy at his word and assume that President Trump was in fact driving on said green.

Most places say "no carts within x feet of greens" and x is usually something like 30. For Trump on his own course, looks like that number is a decimal.
