I'd personnally drop the .25 chip, use a .50 and have these blinds instead : .50-0.50, 0.50-1 and 1-2.
If you really want quarters, you can still do .25-.50, 1-1 and 1-2.
I'm saying because personnally, I have a 2-chip small blinds in a cash game.
If you don't mind a 2-chip small blind, then you can opt for a quarter.
Anyway, to cover your needs, you would need for a 10 person game :
Frac x 100
1 x 200
5 x 200
25 x 160
100 x 40
500 x 20 (if you play with more than 100BB in your 1-2 game).
This makes 720 chips in total. Making a budget of $2.08 per chip.
You can go with inlaid chips on the horsehead mold for example.
Making for instance fracs as solid ($1.61 each for inlaid chips).
And other chips as level 1 ($2.05 each for inlaid chips).
You can choose to go with hotstamps and stay in your budget.
Having the same stamp on one side and the denomination on the other side.
I'll also allow you to add the Circle & Square mold option (on top the A-mold or Horse Head mold) if you like it.

You can create an awesome set even with level 1. I know it's not
CPC (it's a C&J) set but it can give some inspiration for a L1 max set :
