I think the rules are in place for the sake of the "eyes in the sky". There is no way for cameras to keep track of verbal action.
Their solution to remove onus from the dealers is to make all actions trackable by the cameras. Even the button being used for showdown. This means people in the control room can easily follow the action without having to guess what is being said.
I doubt the mix of language is the reason...just my 2c.
