So our russians friends from PCF are not welcome in this raffle...that's sad imo.

He’s celebrating a US holiday. I’m surprised he’s allowing any international military participate. Not a criticism on my part - it’s his raffle, he can do what he wants. I wouldn’t expect to be able to participate in a raffle commemorating Canada’s Memorial Day in July, nor one in Russia celebrating Fatherland Defender’s Day. *shrug*
