We are allowing re-buys up to the 1st break (about 1.5 hours).
Being this is our 1st tournament, we want to keep things simpler and not have "add-ons".
Let's say as break hits, some want to re-buy, but they have roughly 10% of their stack remaining.
I'm thinking if they want to re-buy (full entry amount for full starting stack), they may do so as long as they forfeit the chips they have remaining.

Is this a good idea or should I not allow this?

What the others have said!

We do stack surrenders for rebuys at the break, works well and also (somewhat) prevents chip dumping.

We allow players to surrender at break, when the rebuy period ends:

Rebuy Policy

A player may surrender their stack and rebuy at the end of level 4 but must also surrender their bounty and purchase another one. Their bounty will be awarded to the winner of the next hand played after the rebuying player receives their chips.

Why do you hate rebuys? Do you prefer a low VPIP fold-fest?
Formats matter, but generally speaking, yeah, tournaments should have a lower vpip, I think.
It’s just a different game, which I like. I like cash and I like tournaments, but they’re different. The more rebuys and addons you have in a tournament, the closer you’re getting to a cash game. Which I guess is good if you prefer cash.
But if I’m playing a tournament, I prefer a freezout. Because it’s more tournamenty.

Good idea on the bounty chip aspect of it as I do want to host a bounty tournament sometime.

I think I'm going to allow 1 re-buy only and see how it goes. Can't imagine many will unless they get felted.
People should still be averaging 50 BB by the time the break is over.

LOL Why cap it? In the Moxie poker league, the record for entries by a single player in the first 100 mins is six.

I'm running my annual Canada Day game this weekend. I'll be allowing re-buys until the end of the first break with the option to surrender anytime during that period.

Why the deal with the bounty? Why not have the player keep the bounty, as no one busted him out?

My stack surrender is $50 instead of $60 because the player doesn't lose his bounty.

It prevents a player from surrendering their stack just to save their bounty - which would deprive someone of the chance to pick up a cheap bounty. This matters because the number of bounties collected is part of the league points system. The logic is if the player punted their stack intending to rebuy, they'd lose their bounty.

So if they surrender, after the break their old bounty goes into the first pot and they'd have a chance to win it back.

Interesting method.

I would think not allowing them to keep their bounty would lead to possible chip dumping, but it seems your next pot idea seems to work.
