The name literally means "cheese sandwich", so nominally it must be according to the country of Mexico.
Haha. Presumably all Spanish-speaking nations would agree, but the quesadilla originated in Mexico (and was ruined by nearly all U.S. Tex-Mex chains)Prob also according to Spain.

First time visitor. I've been on the internet long enough that nothing really surprises me. But 15 pages on hot dogs: sandwich or not a sandwich? is a big accomplishment.

If it's more than just bread, you eat it with your hands, and the only thing your hands touch is bread, then it's a sandwich.
