Using the “winnings” to buy tickets to the next drawing. So, let's say pot is $1,000 then there would be 500 tickets. That probably means total winnings of $100. So, the next drawing would be 50 tickets. That will probably win $10, so the last drawing will be five tickets. Most of the time that will not win and it will be done.
