In Scrotum, does a player have to verbally declare how many cards they kept pre-flop if they continue with their hand?

Also, if player 1 asks player 2 how many cards they kept, does player 2 have to answer? Is this contingent on the betting round (i.e. pre-flop they have to but post flop they don’t).
 
Player declares how many cards he is keeping on his turn to act pre-flop by simply tossing the cards he is discarding and, more importantly, setting up the cards he is keeping in a way everyone can see at any point in the hand. So no need to verbally declare.

For question 2, the cards kept need to be displayed at all time, so no need to ask.

We verbally declare at time of betting. We also call it 'Sabre' haha. Great game and very well received by the crew when I introduced it.

This is a good way to prevent people from trying to angle on how many cards are in their hand.

I dislike when people discard multiple cards and make it appear as one card. And if they cap their cards as a single stack, it would be difficult to discern how many cards they have.

Yeah, for sure.

The situation is different in draw games where players will always have the same number of cards after drawing. In those games, yes, players must verbally declare the number of cards being drawn. Ideally, each player verbally declares the number of cards drawn and extends them separately in from of him/her. Only after every player declares the dealer proceeds to pitch the replacement cards and retrieve the discarded ones, a player at a time.

A few guys do this in my group. I have no doubt that it's just habit and they are being malicious by it. If I'm running the table I try to politely remind them to spread their cards out. If I'm not reminding them, someone else at the table is usually on top it.

This has been the rule since the earliest days of Scrotum.

From the earliest set of printed BARGE rules I have handy (March 2011):

"Each player must arrange their down cards on the table such that it is apparent how many cards each has kept."

The number of cards each player keeps / discards is public information, not secret.
 
I've only played scrotum a couple of times, but it seems to me that trying to hide how many cards you kept would be a seriously wrong angle. If somebody doesn't consider how many cards you kept, that stupidity is on them. But trying to conceal it would be pure wrongness.
 
Besides the anti-angling aspect, there's also an anti-cheating aspect. Presenting fewer cards at the showdown than you kept would be a huge advantage; keeping your cards spread on the table from the beginning makes it harder to sneakily change the number of cards you're holding.

I needed a more family-friendly name so I call it "Holdout". That's the name that Omega Gaming used when they packaged up a slightly-modified Scrotum for formal approval by regulators and subsequent adoption by casinos (which hasn't had much success).

Why? Playing it feels like you get punched in the nuts everytime. I think it is very appropriately named.

Our rule is one chip card capper per card kept. If you keep 4 cards, you need 4 card cappers.
