@David Spragg says the H mold is installed and orders need to be in within 48 hours.

If I go with a $25 re-design I am leaning toward this one. Thoughts?

I’m not married to either option so still open to suggestions. I just need to make up my mind or wait another six months or so for the H mold to work it’s way back.
I like this option. I also like going with a lighter base color for the 25, like this:

I stand by my Retro Red w Imp. Blue and Bright White suggestion for the $5, but @Perthmike also has a strong point with his DG Tiger w Light Blue and DG Peacock blue. Don't touch your $25 if you can afford a new $5.
 
If using dayglow green as the base color, won’t they be lighter in weight than the other chips? Is that a concern?
To me, it is a concern. I have 3 racks of DG Peach chips that, when handled by any quantity greater than 1, is noticeably different than the rest of my set. This has come up a few times though, and most of the site will tell you its negligible. For me, it's one of the things about my set that will always be in the back of my mind.

I think you can achieve the same separation with your quarter by using Light Green instead of DG.

Dayglow chips are ~.5g lighter than their weighted counterparts, so yes there is a measurable difference, on a food scale with good accuracy. I have a set of solids that have both, I can barely tell the difference when they're on the table, even with stacks of 20.

If you think the weight difference will tilt you, light green should provide a big enough difference, as long as there's no red or yellow spots to confuse with the $5s. IMHO I wouldn't touch your existing $5s, I think those are awesome.
 
Unless you have stacks of $25 chips in play (probably unlikely), I think DG green is a far superior $25 base color (for differentiating from the $5's green spot), and only a few chips in play (and not likely even together) won't be noticeably lighter.
