Exactly this but use an Allen key to completely remove the small black screw. It’s a screw to lock the legs into place when opened.

I had to loosen the bolts and then push on the middle bar. I don’t remember tightening them before we packed the table - wondering if the movers did something as they were getting it into the truck. Anyway, finally got it open but what a PITA.
