Like this, but instead of the top rack, it has a table/padding/felt?

Seems it's be more secure for a casino and more comfortable for the dealer.

In a home game, it could transform a dealer spot to a player spot for self dealt games.

Probably because hinges are expensive
 
But a drawer needs room to open, so the dealer needs to roll away from the table (and for casinos, creates hidden spots from the camera where chips can be palmed).

I recall seeing someone do a playing surface cover for the dealers tray... This is the same thing except the cover would be hinged instead of free.

With that said, I wouldn't think a casino would want a hidden chip rack disappearing below the table either
 
The other issue is that it will take up legroom. There may not be much thigh room available, depending on the person, the table used, and chair seating height.
 
I like the idea. I'm handy. Maybe I'll try it if I get time. I think it'd be sweet if it had a press to pop up thing too. I probably have extra ikea hardware laying around from my store displays for the hinges and stuff too..
 
It could even be just a simple insert too that's easy to pull off when access to the chips is needed...

The only thing that is stopping me is that my Shuffletech cart basically sits in front of my chip tray in my table; so, nobody's really sitting there anyway.... But it is annoying when chips from someone betting roll around on the table and into the chip tray.

No but it would be nice if they could hold more. A typical poker rack in front of the dealer is 4 columns/cards/4 columns.

8 columns...each column holds 40 chips comfortably. That's only 320 chips. Second rack below could be another 320.
 
I bet security doesn't like the dealer having chips that the cameras can't see 24/7.
 
An insert like that should be no problem. Making a double tray that's removable is beyond my scope though.

I do have a removable insert for my 10 player rental tables so that when there's no dedicated dealer, the player stuck at the dealer spot doesn't have to play around the tray. This one acts as a giant business card insert. It would have to be a custom tray underneath it with a very small "lip", but certainly do-able.

Would an inset tray take up any more legroom than a drawer?
It’s twice as deep into the space under the table than a standard tray. I can’t sit at many tables with drawers either.
I guess if you have seating that will adjust down, that may help, but then arm reach may be affected.
