Whats on these chips (1 Viewer)

The top chip looks awesome but the bottom is dull and hazy …Except for a thin line on the edge of the insert all the way around. It is almost like a protective cover was added that was just a hair to small. That being said there is nothing raised and nothing that can be peeled off. Also, these have a bright clink sound compared to the 4 Paulson chips I own lol…are they ceramic?

My first thought was that they look like RT Plastics chips.
Looked them up on Chipguide, but they do not show a manufacturer...or that specific chip (but others that are like it)
