Trying to set up a 2 table tournament
18 player max
20 minute levels
Looking for it to last 6.5 - max 7 hours. Curious what the better structure would be?

When I was planning my own home game, I made an Excel model so I can tinker around with these kind of scenarios. And I wound up running your Scenario 1 structure exactly (but with antes).

The difference between them is that in Scenario 2, you remove two levels up front. The extra 5000 chips in the starting stack adds about one level to the back. (Think of it this way. You've put 25% more chips in play, and the blinds go up ~33% each level.) So time to complete will be similar, with Scenario 1 probably lasting one extra level.

The real question is whether you'd rather accelerate into the mid-levels of the tourney later (giving all your entrants a little more play before they feel the heat; get their money's worth), or accelerate into the mid-levels more quickly where the action is (This means more of the tournament is contested "under pressure," and you can expect the resulting bust outs to keep the average stack size deeper for the remaining entrants). This is a preference, and your call.

Also, in a deep stack longer event like this, I recommend adding an ante or big blind ante. It forces action, and attrition will happen more evenly, which will keep avg stacks deeper throughout. And your structure is slow and even enough that it can afford it.
 
Personal preference, I like #1 because the blind increase rate is even, and consistent with the remaining tournament. Once you get into it, your blinds go up every 3 levels. Which is pretty player friendly. The only exception is in Scenario 2, the blinds Quadruple from Level 1 to Level 4, before settling into the rhythm they maintain throughout. Might be a little jarring.
 
What are your starting stacks?

My Deepstack T50,000 structure is between both... I have a 75/150, but no 125/250.

NOTE: My estimated end time is based on a 3-table, 24-player, tournament. With only 18 entries, yours will not run as long.

This was my suggestion exactly when I read the first post.
 
We used to run our tournaments with antes but with only 20 minute levels I feel like it really takes too much time for the dealer.
I was trying to design a a specific tournament this time around.I’m running one the host didn’t want to go over 7 hours. Our typical tournaments are the first structure I posted. I’m planning on running a similar tournament for Easter weekend but with longer levels and antes.
