Tourney Rule question with 3-player all-in (1 Viewer)

Hey all, a hand caused a ruling discussion which I would like to hear your thoughts on. TDA didn’t really help me understand.

Blinds: 400/800

Player A: Raise 2400 (a 1600 raise)
Player B: Raise 5000 (a 2600 raise)
Player C: All-in 7000 (only 2k raise)

Can player A re-raise again or not?

Yes, player "A" can raise in that spot.
Player "B" cannot raise, unless "A" reopens by betting 7600 (5000 + another 2600 bet) or more

Imo he can call or shove, but not re-raising…
But there are more experts here than me ; )

this is correct. B's action opens the betting. C's does not.
