I have not heard this.
Paulson (Gaming Partners International) sells chips to the public through its retail arm, Trademark Poker. They also sell semi-custom chips through Apache Poker chips. The chips are on a distinctive mold and come in a stock list of base color / spot combinations. It's a nice mold, but it is not the "hat and cane" mold used on the World Tophat & Cane and Paulson Classic chips.
The customer can (and must, I believe) hot stamp the chips. They don't sell blanks, to my best recollection. If I remember correctly, to get the chips, Apache had to agree to buy 100,000 of these -- GPI's normal minimum order quantity for chips.
