What are the blinds during L3 and L4? Sounds more like an issue of either a) players don't understand stack size in relation to the blind size, b) players are inexperienced in proper short-stack play strategy, or c) the buy-in/re-buy amount is frivolous. Most likely the latter.
For most players, a $5 re-buy event is an invitation to play extremely loose and frequently gamble, since a re-buy costs so little. Not so much when the entry/buy-in amount is $500. The further away from $5, the less likely to shove without adequate cause, because the money involved to do so is not menial or insignificant.
There is a sweet spot for most player groups where the money is meaningful to the point where it does not significantly influence play. Assigning a tangible value to an unused re-buy also helps in this regard, as they are actually giving UP something (besides cash) to re-buy.
