I find that I often get bet like 1/4 or1/3 pot. I have started x/r always, good?

As a rule? No. However, I like the aggression especially since GTO has made everybody more aggressive and players are betting small Cbets with air much more frequently.

Whwn you notice certain players C betting at 100% its good in moderation as a (light) semibluff (e.g. one over and some backdoors) on board textures that miss their range.

I agree that is it very dependent on the table dynamic and the players you are up against. The board is also something that will influence some people's cbet percentage, but other people always cbet. Punish them!
