As someone who deals, I'd rather have people get up from the table. However, if they're carrying on a conversation with a player, then the player ends up getting distracted as well and I would have constantly tell them the action is on them.
Depends on the nature of your game. I like the socializing enough that letting players stay at the table outweighs the occasional misdeal. I can think of worse ways to waste 5 minutes over the course of a tournament.

I agree, I'm just playing with my friends at low stakes and nobody takes things too seriously. I do like some of the above ideas about how to sort of "mark" who's not playing.
