No... personal exemption amounts are in CAD funds and not USD.And those are American Dollars, so the real limit seems to be in a excess of $250 CDN
Yes, regulations are in CDN, and at the $20 CDN value, but at the border (and on postal declarations) they seem to work with US $200 as the de facto limit ( I usually state which currency I am referring to, and sometimes give them both).
