so do you just tip at the cage to get the best, minty chips, or do you have to tip for them to let you leave the casino with the chips?

Leaving the casino with chips is generally allowed. You don't need to tip anyone or get permission or whatever.
There are several ways to harvest chips. You can simply pay for chips at the main casino cage. Some casinos may sell you chips by the rack some casinos may only sell you 1-2 chips or a barrel.
If you want mint chips your best chance is to offer a 20 dollar tip at the main cage and ask for chips "new in box".
Buying chips from the poker room is another great option as they are used to selling chips by the rack to the public. Generally the main cage is cashing out chips so they are less accustom to handing over racks of chips to people.
The other way to harvest is to just glean chips as you play. So you can play Blackjack, Craps, or Poker and then slowly pocket some of the 1's along the way.

Well, since you asked!!
1) 1 rack of Bellagio $1s, mint/near mint ...but seems like you already have quite a few requests for these.
2) 1-2 racks of Circus Circus $1 (see photo below, the white chip with blue and pink spots) -- mint/near mint.
3) 1-2 barrels of Mirage $3 (see photo below, black chip with blue,pink, and yellow spots) -- mint/near mint
4) 2 racks of Paris $1s, mint/near mint
Any of the above (or all!) would be spectacular! THANKS! And no problem if no chips come my way. But delighted to be on your "hunt" list, and see what happens!

I also have a *TON* of chip boxes that I could send to you. They aren't beautiful, but they'd get the job done. International shipping seems like it would be cost prohibitive, however. Let me know if you can think of a reasonable way for me to get them to you.

The only item that I am concerned about is the Paris 1's. From what I hear they can be difficult to acquire. I love a challenge so I am really looking forward to hunting these all down. I was curious what that white chip is...glad to hear it is the live Circus Circus...amazing relabel prospect. I might grab some of those for myself.
I want to let everyone know...there are no guarantees. I will do my best and in all cases (unless otherwise requested) ask for mint chips or sort to get VGC. I figure even if I am drunk (which I will be some of the time) I can still stumble around and harvest.
What could be more fun than being off strip at Sam's Town at 2 AM shitfaced trying to haggle with the cage to sell me some 1's. If nothing else I will have some fun stories to tell. I head out June 6 so a couple weeks away yet.

How much would you pay per chip? I figure at $100 for the rack of 1s plus at least a $20 tip, you would need to pay.....$3 per to make it worthwhile?

Also I think $250-300 for some harvested racks is reasonable for some casinos. Bellagio chips are increasingly difficult to find in good condition and time

I'd tell anyone that is looking to get chips harvested and do not know the going rate to download the Bravo app and see what card rooms in Vegas runs a 2-4 or 3-6 limit game. IMO those chips will be around $150-200 a rack for someone to harvest in VG condition. If you want mint chips then $200 is a minimum you will pay because those need to come from the cage and not easy to get....typically. Some chips will easily be around $250-300 a rack (Paris) because they have to be harvested a few at a time from non poker tables. Also if your not aware what it takes to harvest in Vegas then be prepared to be told no a lot more than yes when asking for chips outside of the poker room. I've had luck in one place on one trip only to be told no the next two or three times. As with everything in Poker it's all about the luck of the draw.
Ship them to his hotel for delivery on the day of his arrival. I've done this with chips -- it should work for unassembled boxes.

Just so everyone is on the same page...this is what I had in mind for pricing.
160-170 plus shipping for casino used racks (I will still sort out the really bad ones)
200-250 plus shipping for mint/NIB/VGC chips
Prices will vary based on how much I have to tip and how easy/hard it is to get chips. I plan to head down with about 4k so I should be alright in terms of having cash and won't need to take deposits...yay!
Also on the plus side the more I am harvesting hopefully the less "real" gambling I do. I have been known to spew even at the 1/2 tables.

I got shutdown at 3 casinos during my Vegas trip but KILLED it at Mandalay Bay and Excalibur.
I just finished up a harvest at Horseshoe Baltimore and finally- after SEVERAL attempts- KILLED IT!
Keep in mind that @Lemonzest is going to do his best but there are no guarantees. Also keep in mind that harvesting isn’t a real income. It is about getting those little round beauties where they belong!!! Out of casinos and into our welcoming arms. He would rather be cutting it up in Vegas but is doing a favor to our members.
Let’s keep that in mind when we “tip” him for these chips. Harvesting is not easy.
That said, when you finally get past all the NO’s and hit paydirt it feels real nice:

I have a local working with me to harvest some Sam Town's 1's. I will probably be coming home with 5 racks. If someone wants a rack or more let me know. I will post pics of condition once I have an update.
