our yearly tournament which takes place monthly for 8 months is as follows

1700 starting stack
1 rebuy in first hour
1 add-on of 500 if not rebought

usually have 10-18 players and they start at 815 and want to be done by midnight

love to hear your recommendations..
 
Why penalize the already shortstacked rebuys by not letting them add on

T1700 seems like a strange starting stack but, as per @justsomedude , it would depend on your blind structure and time per level (image link is broken -- can't see it). I also think it depends on the chip denominations you want to use.

My thoughts:

Using your buy-in rules, the maximum value of chips on the table would be T61200 (18 players * T1700 * one rebuy each). The final 2 would have an average of T30600 (if the chips were split evenly). The final level of blinds you'll likely hit is 2000/4000 (in very rare occasions, extremely conservative players would get to 4000/8000 but that would mean 20% of the chips were in play just from the blinds before antes were taken into account). So... work backwards from there. Make sure the 2000/4000 level occurs right before midnight, and adjust your blinds / time from there.

Note this is is the most extreme case -- if you have fewer players, and rebuys can't get the add-on, the total value of chips will be much lower, and your tournament would be done much faster.
