I wasn't sure if there was a baseline for a "complete" set. Not necessarily for playing purposes, but for collecting/resale purposes. For instance, if I were to advertise a cash set for sale but all it included were 400x $1 and 200x $5...well is this still considered a set?
 
We often say “playable set” to distinguish it from a set we’re building.
But yeah, it’s implied that a set is playable and they come in all sizes. A set can accommodate two players or four or nine or three tables or more.
Usually it’s designed for one purpose, like tournament, cash no limit, cash fixed limit. Often it’s designed around a specific intended stake “here’s my set for .25/50, and here’s my set for $1/2.” But some people build sets big enough to cover multiple stakes, multiple tables, cash and tournament.
So I guess a set is whatever you want. But yeah, it should be playable.
 
Thanks for the replies. So without straying to far off topic, where do these fantasy sets come from? If Paulson doesn't sell direct, and it is a fake casino, how does these come to circulation? Is there a particular frequency/release date for these?
 
I would say a set is a group of chips meant to work together as a cohesive unit to play poker. They may have numerical denominations (either with or without a currency symbol) or not. Most often sets have a common inlay/design. Occasionally they will not. As noted above a set may be intended for a single purpose or structure (or maybe a couple that are closely related). Examples: Single Table Tournament, Multi Table Tournament, Single Table Cash, Multi Table Cash, No Limit, Fixed Limit, T25 base 10K tournament, .05/.10 NL Cash, 1/2 Pot Limit, etc.)

I think for most people a “set” implies 300 up to a couple thousand chips. Could be less, can certainly be more.

Welcome to PCF. There is no succinct reply that applies to all of the fantasy casino chips you will see on here. They have come into creation in many different ways, some or which are still wholly or partially undisclosed. Look at the Chip data base, identify the name of the fantasy set you are interested in learning about and use the search function to find discussions about it. Good luck in the rabbit hole.
