I think about it a little differently. The question I ask myself is: How many 1s do I want at the table? My preference is 200, so I give one player 200 1s and the rest in 5s. All other players get 5s, they can make change at the table.
When I'm out of fives after enough rebuys I start handing out 25s. If a new table opens, I once again give 200 1s to one of the players.
I don't see the reason for starting stacks in cash games. But that's just me
FYI, my cash set us budgetet for 2 tables with 200 1s and 400 5s per table, and a bunch of 25s and 100s to cover the bank.
