But on topic - what you described is not a supported practice around here, but you are not the first person it has happened to. It used to run rampant several years back as there were buyers offering sellers more unsolicited to take a deal behind the scenes. Thats frowned upon too.

This isn't about dibs, this is about not dealing like a bitch. If OP's account is accurate, the seller posted chips for one price, then gave him two different excuses for not selling immediately to him, before asking for more money than his asking price. Of course, I have no idea how much of the true, whole story that represents. So no judgement on either side. But If the buyer wants my opinion on a hypothetical, I'd never want to deal with a seller who was actually acting like that.
Say what you mean and do what you say, as a seller or as a buyer.
