Ok, I've had a chance to unpack the chips and here are my thoughts.
Tonkawa Casino Chips
1) Most of the chips are brand new! They probably only had 2000 chips that were ever in play and even those chips are in great shape.
2) $.25 and $500 chips are MIA! Very disappointing. I am trying to find out what happened to them.
3) I really like the green inlay, especially on the $100 chip.
4) The gray $1 chips are very cool. Love the $100 chip!
Native Lights Primary Chips
1) Primary chips are in very good condition. A little dirty, all crosshatching is still there, edges are just starting to wear (perfect for shuffling).
2) very limited amount of fractional chips.
3) Overall very happy with the condition
Native Lights Secondary Chips
1) WOW...what a surprise!!
2) Unbelievable spot progression and colors!
3) Not very many (10,000 chips total) Very rare set for sure.
4) Not sure how to release them in any sort of fair way.

I think you could either do a raffle for a few sets of the Native Lights secondaries, or a lottery for the right to buy x amount of chips or something.

With respect to a raffle, it's obviously Jim's call but keep in mind that he's a business not a private seller. There's a reason you see "no purchase necessary" at the bottom of every sweepstakes entry form.
No cost lottery for the right to purchase X number of chips with additional maximums per denomination may be the best route. Rank everyone who enters the lottery so they get a place in line and then give everyone a deadline to submit their orders.

Fairest way is to raffle off your predetermined sets at your fixed price, to those folks who first commit to buying said sets.
That way, Jim gets what he wants for 'em, and all of those interested in buying them for that price have a fair and equal shot at getting them.

I still get ads for cartoon chicks with big boobs, only their nips are covered by a PCA $25 secondary, and a NPS 1000 chip.
