Recreate with Illustrator? Probably your best bet to get a high quality result if your plan is to print labels.
Just need to skew/rotate the photo of the chip a bit. The fonts look pretty standard, can probably pull similar looking ones for free from some font site. For colors, to get an approximation you can just use the eyedropper tool on your photo.
For the "HORSESHOE" text logo you could for example use Trajan Pro (comes free with Adobe media creation software afaik).
The "Casino - Cleveland" label is probably Copperplate Gothic (I believe this one is free floating on the web or supplied with MS Office).
The text around the outer border can probably be pulled off with Avenir Next LT Pro Demi Condensed (iirc shipped with recent versions of OS X).
The "5000" label I'm pretty sure is plain old Times New Roman Bold.
For the horseshoe pic, there's a high resolution pic with white background floating around that can easily be converted to a pretty good looking vector graphic with Illustrator's tracer function. I've used that as base for my own artwork.
Edit: You can tell I'm bored right now. Could still use some slight tweaking, but it's a solid start.
