If we had won in the first two rounds, those of us in Texas would have had to pay DE taxes. Now we (me, Craig, and any other Texans, or anybody else in a non-state income tax state) does not have to pay state tax. I was also thinking out of staters could avoid, but that was probably incorrect (hopeful) thinking."us"

Not to get into a tax debate but DE doesn't tax lotto winnings, only would tax it as state income if you lived in DE. Each state has its own tax laws for out of state lotto winnings, I believe CA treats out of state lotto winnings as federal income and would thus be taxable by the state.
