Tributes to the ones used in License to Kill. I believe you can see the actual chips they used during the opening credits in the blackjack scene.

Not even a scene, just a still shot in the credits.

In the actual blackjack scene I think you can see some $500s in a tray in a couple pan shots, but the plaques were front and center.
