Is it even possible to find this software and install it or will all the distributors refuse?

The software is kept off the shufflers so it's unusable until a technician loads it with the software at the casino. That's why it's pretty cheap. it's worth a gamble though given the condition newish and as I always say if I can't fix it then parts alone is worth something.

Sorry to break the news but this shuffler just arrived to its new owner.

I'm not sure why the seller kept the eBay listing up. Maybe he's waiting for it to expire.
