Anyone know what's the min order Matsui can accept?

They don't have a minimum. If you order less than 500 chips per chip design, you'll have to pay 15% extra, plus each decal design costs ~$200 IIRC, so it can be cost-prohibitive to order smaller sets, but you could technically order 3 chips from them and they'd make them for you.

They won’t sell the racks independent of a chip order any longer. At least according to my Matsui rep, as of last week.

I am going to announce a group buy for 43mm Matsui tourney chips soon though, and might order some extra racks with that chip order.
