Is this a terrible idea to mix and match this Mr. Burns' Casino label with an existing Stardust Tina set or maybe fun to mix in? Don't mind my amateur attempt at photo editing in the Burns' label 😅

Should be fine, I can't imagine anyone making claims over the colors of a chip. I would say to get permission from whoever made the Stardust label though
 
It's neither. Denoms match so no issues. I wouldn't want that scenario (fun) nor would I refuse to use it if needed (cringe). Basically it would work in a pinch.
 
Maybe I don't understand what you are looking to do.

If it's just the Burns' Casino labels on the spots from the Stardust set, why not. There's nothing that says spots <-> inlays all of the time, especially if taking advantage of pre-set spot patterns for convenience/cost reasons. Do what makes you happy (within legally appropriate circles). They will be the chips you use in your game.

If you are mixing some Stardust labels with some Burns' labels for a "mixed" set, again, it's your set for your game, but in that case I'd recommend against it, simply because the two inlay designs (theme, era, etc.) don't mix well together.

Yeah I was looking to mix in some Burns' labels to my existing Stardust set but didn't know if the aesthetics were way too far off 😅 It would be like a 3:1 ratio Stardust to Burns. My small poll is too tight 🤣
