Probably a plaque or a custom relabel. The WTHC set does not have any bigger chip denoms than 5k.
Pips mold was not often used afaik.
Overlabel some Avalon chips isn’t the best option.
You could relabel overzised chips (IHC 43mm / FHC 48mm) or going for a custom plaque, as mentionned before.
