Looks like they were probably glued to the felt but if I Iived in Houston I would spend the $50 just to try to save/rehab what looks like some good older chips.

With hope whoever made these used something like rubber cement, which is easy to remove. But you can see on the largest table that the chips pulled away some of the cloth/felt when they detached, leaving some small glob-shaped spots. So more likely it was Elmer’s or wood glue. Still might be possible to remove, but there could be damage to the inlay on one side.
