Good find? Or Bad flop?

I found these for $14 USD for a set up. I looked on eBay and they were $9.99 per deck.

The black are from Cincinnati.
The red are from Cleveland.

These decks are sealed, and not sure what the date codes are on them.

I think it is an ok price. I have a set of the same Cleveland's. As you said they are paper but they are a high quality paper card. I think It's nice to have as part of my HS Cleveland chip set. I have the plastic Aristocrat HS Cincinnati too, which are also nice. I can't find the plastic Aristocrat HS Cleveland to save my life.
