The way (multi-table) HORSE tournaments are generally played is to have levels of a fixed length and play a fixed number of hands of each game - often equal to the maximum number of players which can be seated at a table, say 8.
Say, you decide on playing a 30 minute levels. You would play 8 hands of holdem, 8 hands of omaha, 8 hands of razz, etc. in order. When the 30 minutes elapses, you would just raise the blinds and antes and continue with the rotation of games.
Very similar to the structure we use. Color-ups after L5, L10, L13, and L18 as needed.Here is one we have used which I stole from a Circuit event a while back. Works very well. Set up just like @APatHand suggestted.

If you're going to have a HORSE event, have a HORSE event. DON'T change it to NLHE. If you want to accelerate the end, steepen the blind structure at that point. Horse events that end with NLHE are like fine meals that end with a Ring Ding.

We did this once and changed games at each blind level to keep tables on the same game. I understand that we should change games after an orbit has been completed. How do you do this with multi table? One table may be on a different game due to speed of players. That shouldn’t be too big of a deal except when you have to move a player for table balancing. You don’t want to move someone from a Stud Table back to Omaha. Or does it not matter that much? Any insight is appreciated.
PokerStars online runs HORSE by changing the games at level changes. Since it's online, you get way more hands per hour, due to no shuffling/dealing time, so it works there. All the tables are synchronized and play the same game at the same time.
