In Greece, all casinos, if they ever offer any poker-among-players that is, are starting at 2/5 Euros, which is only a playground for rich foreigners (if you factor in that the average Greek salary is 1/3d of the American one).
Poker lovers play in home games without rake, usually at stakes below casino stakes (absolute max 1/2E), and hence below the radar of the Police.
The Police, generally, won't bother if it's a strictly private venue and there 's no usury.
