Anyone know the story behind these chips? They appear to be hand painted inserts but I have seen many of them this way for sale and in others collections.

I have a few of these with the same marks, but I don't know the history behind them. I have also seen solid green $5s without any marks.

There are multiple different versions of this 5 (solid green and with different colored edge spots). This version is said to have the edge spots painted on which I'm not sure why someone would paint the edge spots on and only do two spots instead of 3 or 4, but beats me. I have one of these in my collection too.
