Best app or system to help you with blinds and host a tournament
I don’t mind to pay for it at all.

Today the best is The Tournament Director (http://www.thetournamentdirector.net/index.html)
It has everything you need: Blid Structure, anything related to money, chip set management, auto-balance of tables, etc.
It's 40 dollars and is the app used by every casino.

If you are on mobile / want a free app, go for Blinds Are Up!, you can edit almost every parameter of your tourney, it has a better chip set manager and Structure generator than TTD but it also lacks more precise stuff like Player Database, Seat management, etc.

Overrall, if you can afford 40 bucks, buy TTD, if not install BAR.

Blind Valet does a pretty good job also and has a free tier for single table setups. Only thing I can think of that it doesn't do that would be useful is to track league season long knockouts. (Our pub league has a trophy for most knockouts)

+1 For Tournament Director and Blinds are Up!!! We have used Blinds are Up for the first season of our league and I would like to transition over to TD for the following season.
