If you like the chips and think they would be playable somehow/some way, then yes, a buck a chip for casino Paulson chips is good. Assuming they are Paulson of course.
If the question is; can Hero make significant money harvesting for $1 and reselling them? That seems pretty unlikely so long as the chips are live. Maybe there is a small profit potential, maybe not.

The picture shows white chips that have collected some dirt, but the edges look pretty damn sharp to me.Seems like most 'harvest' chips are in better condition.
