A bunch of these posted on eBay. They look cool. Just wondering how they did this?

Those are generally known as Dick Allard fantasy/recreation brass-core chips, not actual Harrah's casino issues. From what I've found, Allard produced small runs of artistic "what-if" Harrah's brass-core chips in the early 2000s using remanufactured brass cores. ChipGuide actually catalogs several of them separately as "Dick Allard recreation" or "Early 2000's remade brass core. A Dick Allard creation," alongside similar recreations by David Whalen and Sam Hepler. ChipGuide

They're collectible as artist-made fantasy pieces rather than genuine casino-issued chips. They also shouldn't be confused with the brass-core counterfeits that caused controversy in the early 2000s—the CCA documented those separately. Casino Collectibles Association
