Back in 2007 I wanted to get a custom chip set. I had a theme and designs but no money. At that time, there were awesome sites that could do this. Now, it seems like no one does anything but monogram chips.
 
If you want clay, your only option is CPC. They'll be starting up again soon after the company was recently sold and moved from the east side to the left side. There's a big backlog of orders so expect a long wait.

Everyone and their mother designed in 2007. It was an online free for all.
 
You could do custom labels on existing chips. Fairly expensive and labor intensive to do it right.

Classicpokerchips.com will hopefully be reopening by Summer under new ownership. They continue to use the same equipment that made Vegas chips since the 1950’s, although their competitor Paulson ate their lunch in the recent past along with higher end plastic chips

But to be clear, a custom set of CPC chips are much beloved by many here on PCF. There’s a handful of designers here too who can consult with you to make your dream set and ensure it looks just right.

I found PCF just over a year ago because I was seeking custom chips and found CPC, getting into the final wave orders before they shut down for the location/owner change

You can also get custom “ceramic” chips at a much lower price point from a couple reputable vendors
 
CPC? I'm a bit weary of ChipCo because I have a really great set except that the red $5 chips bleed into everthing else especially the white $1s
 
CPC is www.classicpokerchips.com and they do traditional compression clay chips, $2-3+ per custom chip (TBD when they reopen)

Chipco has gone through many ownership changes and their current chips aren’t the same as they were 10 years ago. Chipco also will take custom orders but they need to be large, like enough for a big tournament

BR Pro will make ceramic fully customizable chips very similar to what you’re used to with your old Chipcos

BR's solid, lots of folks here have sets from them.

The other popular chip in that budget range is "tina" which is sourced primarily via group buys via @justincarothers here on PCF. Will take longer to get than BR.

BR only does ceramics, meaning a blank white disc that your design gets printed onto, including the edges.

Tina is a Chinese manufacturer who can also do this. In addition, their more popular offerings have 'molds' like greek key, and can have a sticker label for your custom design in the center. So BR starts out with totally plain white discs, whereas Tina starts with a disc with ornamentation (the mold around the edge/rim), plus a circular recess in the center to accept a printed sticker label.

If you're not heart set on clay and willing to wait a couple months from order to delivery then tina is the best bang for your buck on the market.
