If you want, I can ask my daughter to mail you a couple of the 2-stripe twist chips from her collection of samples.

She’s ten, so she is reluctant to part with any of her collection, but she probably would in this case. (“For a good cause”). :tup:

Imo, your best bet are those 9g two-stripe twist chips for 12c each.

+1 on these being a good chip for cheap. I have about 600 of these myself. Only downside is they don't rack well, but that's less important for a tournament imo.

Have you considered chip rental?
That would help with your time constraint and then, assuming all goes well and you plan to pursue this as an annual event, you can see about purchasing a set.
Yeah, I’d call a few of the smaller casino night companies and see if they would be willing to rent you chips.
 
These are nicer chips, same price (0.12 cad, free ship to CA), although they would involve a border crossing.

(in the world of bottom-of-the-barrel denominated chips I like the feel of these best. Or rather, least-worst. And you can actually stack these 15 high without the pile just sliding into a mess. Please don’t ask me why I’m an expert on awful chips. :confused )

So I took another look at this, and I am pretty sure this is the same seller from whom I bought my chips. Unfortunately, when you change the destination to Canada, they add $50 for shipping via flat rate international.

So per 1000, that would make these chips about 17/rack. Still not bad.

If you google canada poker chips supply, you get a few options. But I am going to assume @i'm nobody already did that.

That said, another great breakdown from @BGinGA, you can get by on 1500 chips for this size tournament.
 
Oh, snap! I missed the fact that the “free shipping” was quoting US shipping, even though I was on eBay.ca and not signed in. :(

I should have figured something was amiss. That adds a lot of cost.
 
I've found the 2-stripe twist chips online for as little as 11c/chip, but most places are out of stock on the $100 and $500 denominations. The previously mentioned eBay seller claims to have all ten denominations, and is likely your best bet even with shipping costs added in (assuming they do have all the denoms you need). They offer several set sizes, which you can combine to get the 1500 chips needed:

Probably, totally, utterly insensitive but these have to be non-denominated so you can keep answering "how much is the green one worth again?"

In a 48 player charity tournament with a relatively low buy-in?

I’d say “YES!”.

I would expect to get a significant number of players that do not play regularly or seriously.

Someone coming from a nickel-dime kitchen table game where the blue dice chip is the dime is going to be hopelessly over their head trying to keep track of 5 unfamiliar colors.

EDIT: and since it’s a charity event, we want to encourage those players to come back in future years even they know they have no hope of winning.
 
All well if you get a bunch of Gung ho players who are in it to win, but the vast majority will be casual and curious players who don't mind otherwise donating to charity. Advertising and recruitment is key.
Please consider running alternative games for the non serious gambler. In my experience, roulette and blackjack are big hits (especially with the ladies).
 
Thanks to everyone who has offered up advice, links etc. My friend is going to have lots of work ahead of him trying to organize the tournament.
We did discuss non denominated chips but even when I get my roulette chips out my friends keep asking all night "how much are the purple ones"?
And we are hoping that as people get eliminated there will be some cash or other tournaments that start up with the smaller denoms that we will have eliminated. Will keep everyone up to speed as we move along.
