Those thingamabobs are wall anchors for when you can't screw directly into a stud.
Make a small hole in the wall
Drive the thingamabob into the hole
Screw the screw into thingamabob

I would remove the metal brackets, but maybe put a small felt sticker on the back of the cabinet, just to keep it from pressing up against the paint directly.
