I don't know how to make that determination. If I had to guess, they're probably leaded since they're more or less in the same style of other leaded chips from that era. But I can't state one way or the other with any certainty.Leaded or unleaded?

Now that you mention it, I remember somewhere in the 40+ pages of the chiproom sale announcement, some guy posted some very specific numbers about years and percentages of leaded and partially leaded chips. I think it was the first time I'd ever heard about partially leaded, and I was pretty skeptical. Thanks for chiming in. They weighed in at around 9g apiece... but they are quite worn and fit 21 to a standard rack. It's probably reasonable to say their factory weight was closer to 10g (yes I realize these aren't the hex inlays shown in the ad - but they're all basically the same).It is very hard to tell about lead if you don't know. That is one reason why people post pictures of their chips on scales - leaded chips are heavier.
