Requesting Assistance: Will's Super Gem/Horseshoe Reno Double Stamp? (2 Viewers)

I just purchased a chip lot that had some interesting finds, but the one that is standing out to me is this one:

This is very bizarre. It appears to be a double-stamped (in 50 cents and $1) Horseshoe Reno chip from the 1970's, but what on earth is this "Wills' super gem" thing going on over the top of it? Google and ChatGPT have been zero help, does anybody here know anything about that could possibly be happening here?

BC Wills made chips a long time ago. That stamp is on other chips you can find on eBay. It may be a cancellation or test chip, but I don't know about that aspect of the chip.
