Overstamped. You cannot remove any material and stamp again.

I don't believe they were milled, just the old stamp was scrubbed off either with rubbing or some sort of chemical. Then re-stamped.

Yes the material is the same.

Two things:

Milling leaves a recess that can be problematic with a stamp - it’s possible that the edges of the stamp holder start to touch other parts of the chip, and they hit and leave foil marks where they touch. Like on the rim and in the hats.

Milling leaves a butt ugly puckered scar. Not a smooth cross hatched surface.

Bonus- milling makes the stamping area thinner. Easy as hell to punch crack in it.

What if it had an inlay sticker and removed, could you still hot stamp it then?

Same story. You can and it’s been done. It’s ok but it just doesn’t look “right”. I’m not going to do it. I got my machine just because I had questions like this and wanted to find out myself.
