I am curious what this type of chips is called and which manufacturer could have made them.

I believe it is ceramics and I guess it is Chipco.
What do you think guys?

While I do not know the manufacturer, here is a lead that you can follow. The ChipGuide contributor of that chip is Vitaly Safronov. Vitaly is on Facebook, using that name. Look him up and send a Message asking about the chip maker. If you find out, please share. Jim

Most likely a Russian ceramics mfg. I have a bunch of samples from long ago.

Actually I thought 1s are ceramics but I dont thing something like Russian ceramics exists though. They are from Russian casino for sure but the manufacturer probably is Chipco or Abbiati etc..
The https://chipguide.themogh.org/cg_chip2.php?id=RUSOS&v=3563633801page says 1s are hot-stamped but 0.25s are ceramics. Not sure if it should be vice versa, I am not big specialist in chips.
 
The ceramic samples I have were sent to me about 10 years ago from a Russian distributor representing a Russian manufacturer. Pretty sure they are not from Chipco or any other non-Russian manufacturer.
 
Just by the pictures here and on ChipGuide, they look like silk screening instead of hot-stamping. Not that that does anything to solve manufacturer.

Not talking to myself, but I have connected with Vitaly Safronov (the individual who is the contributor to ChipGuide of chips/jetons, like these. He was not certain, but believed them to be made by Abbiati.
