They are considered. In fact, there are a couple ceramic sets in the HoF already, all of which made tremendous use of the creative possibilities that ceramic chips offer a chip designer.

For eligibility, a set must have been revealed here on PCF between January 1, 2020 through December 31, 2023

I don’t know if re-label customs are eligible, but the Vic’s are too new regardless.

My sample set pic followed by his full set one. Fun set and that $500 color-combo is low-key sick. Having stacks of those fivers in front of you on the table would be dreamy.

If I may, I'd like to put my own custom set for consideration. Casino Royale customs meant to recreate the final table as played in Montenegro in the James Bond film of the same name. There have been very few examples of sets with plaques lately.
